Agencies must first enroll with TMHP to obtain a Texas Medicaid Provider Identifier (TPI). For waiver services, providers must also contract with the MCOs operating in their service area under the STAR+PLUS or STAR Kids programs. Paradigm manages both TMHP enrollment and MCO contracting for agencies.
